March 19LISTENING TO THE TROOPSMultinational Force-Iraq Command Chaplain, (Col.) Mike Hoyt, United States Army

“Once you’re empowered by the four star, you’re empowered. ‘Poof’ you go out and execute. If you stay within the commander’s intent then you don’t have anything to worry about,” Multinational Force-Iraq Command Chaplain Hoyt, United States Army explained.

When a command chaplain comes into the theater, he has thirty days to figure out and present his plan to the commanding general in the “sit down.” It’s the one chance to tell the CG what you can do for his organization, and how you plan to do it. Then you listen to what he thinks.

In his sit down with General Casey, and later with General Petraeus, Hoyt presented his plan. They responded the way general officers usually respond: “Get out there and be with the troops, tell me what they’re thinking, what they’re going through and what difference it makes.”

Commanding generals want their chaplains to be independent observers, whether at staff meetings or with troops in the field. They want feedback from someone who is going to tell them the way it is from the carefully guarded heart level of the soldier. Chaplains are not “command spies;” they are pastoral advocates for all.

“I’m the chaplain. I’m supposed to tell the truth. Commanders and soldiers are free to talk with the chaplain unencumbered with the concerns of climbing the ladder of success. The chaplain protects that honesty and communicates the feedback that the decision maker needs in order to understand the impacts of war planning and execution. I’m not going to tell the CG all the ‘raw raw whoop-ity whoop stuff,’” Hoyt explained. “I’m going to tell him what I see.”

For example: “These guys down here are sucking wind, boss. It’s tough. There are quality of life issues with isolation, water supplies, hot chow, and intermittent mail call. Sometimes there is a real slug fest going on for control of an area. Anxiety levels are high. Leadership is challenged. Perceptions of contributing and sacrifice and loss are an issue. Other times the worse it got, the more unbeatable the team became. The resilience of the force is truly amazing.’” Hoyt indicated. “I could always depend on the CG to decide how to deal with issues in the most positive of ways.”

Command chaplains become eyes and ears for all ranks. It’s an important part of mission.
